Answers to posing threats given readjustment of monetary balances:

Countries:

terror groups:

savings accounts: immediate concerns, basic needs,

A balance of other nations:

individuals and their concerns, how will they be helped, how will they receive their monetary allocation? How does it regard to an individual nation's right to assist its choice of citizens who receive monetary allocations? Or, who . . .

neutrality is an important balance. The use of America could be beneficial, if given the need, however it would be more neutral and balanced if it came from a more neutral source/ or neutral sources more collectively.
Another concern is the balance of power, or more so, the balance of monetary wealth given the newer system and complications surrounding the allocations to countries. Will they benefit, and who will benefit? will one nation benefit more than another, causing nothing "new" in the monetary balance/s of the world? For example: say China gets it's allocations based upon population, sense china has largest world population, how would that play out for them if whole rest of world receives the same amount, or what about different amounts?. . . what/which country/counties would receive what and what should the differing scales be - what would it be based upon? Would the world agree with that? I think it's generally agreed that smaller, or larger developing countries, or countries that do not have more popular resources are more to be concerned with and would receive more of an allocation than others, if given differing amounts. Why would variating amounts be good? Because it would afford more engine for the world trading system and encourage competition, however differing scales may have differing effects; moreover, affording differing amounts based upon scales could give rise to some disagreement, I would say the opposite would give rise to as many disagreements as well. So, either way you did it, it would work : ) But, the balance, how would that play out? . . . maybe I could go to china and ask what their suggestion of a good scale would be, what kind of a scale would work for them, and how would affect other nations? . . . and go from there. I think china has an important role, not as a country, but as a people who serve as earth's ambassador, I think they care about other nations and can help afford balance to our world. Though, as they are imperfect, others here can lean on in too and assist in their gifts or special abilities as well. Balancing: A + B = AB, or A + b = bA, or B + a = Ba, or B + a + A + b = BaAb, or A + b = b + A = balance. A + b = b + A & B + a = a + B = AbbA+BaaB = an opposing but equal balance laced with variations.
